I always assumed the latter, maybe its both?

In my early work, I dissected 100's and 100's of queens at various stages
of developments. I found that the queens lost weight during swarming or
after caging in 3 holes cages for several days during transport and
shipping. Queens reabsorb most of developed eggs in the overioles during
this time. However, once conditions changed, it takes few days for the
queens to have eggs redeveloped. Then, queens will have a full capacity to
resume egg laying and gain weight.
