Not at all!  Is is only unreasonable to conclude that they are, in the
absence of evidence.

There is an inherent unfairness in our lack of compensation to beekeepers
who experience bee kills due to the legal application of any pesticide,
including planting dust.  The planting dust problem does not seriously
impact many, but for those that it does, the uncompensated financial loss
in unacceptable.
