They typically are little more than a box that about 10 frames can fit
around with two pieces of wood spring loaded (bungee cords or springs) on
other side to hold the end pieces in place while you assemble the top and
bottoms.  I don't recall plans for one on the web, but they are very easy
to build once you have seen one.

I simply use a small pair of needle nose plyers.  (saves my fingers).  I
wire mediums with 2 wires, deeps with 4.  The deeps I do as two separate
pieces of wire as I find it easier to thread and tighten.  I usually set
nails part way in a whole stack of frames then wire them.  I've fired far
fewer frames than many here, but I've sworn off wiring frames and plan on
using plastic (with wooden frames).  Much faster and easier.
