This is just not true for the UK.  Yes, we have had some high losses 
recently - 30% for 2007-8 and 15% (is that 'high'?) for 2008-9,  but to 
describe those as 'record numbers' is simply misleading - there have been 
very much higher losses in the past.  Of course, we now have journalists 
looking for stories...
