Did a test this year and I needed to get the *water* to 40 C before the
sugar concentrate of 2 to 1 (2 kg sugar to 1 ltr water) would dissolve
fully  and stay in solution after being cooled on the colonies  (50  to 60
C is better but you must let it cool to 30 C if you wish to add

One to One would mix at most any temperature.
