Has anyone been used in consulting for  or planning of vegetation for pollinators under solar panels?

I am looking for this practice in the northeast US and we'll aware of the BMP in the UK.

What we are struggling with is why to suggest to a developer - what seed mix, no maintenance etc.  this is for the mitigation of 20 deforested acres for this planned array.

Our local board has required they submit a landscape plan to mitigate the deforestation.  They have come back with grass.  It is possible that is all that can be used but the intent is to provide for pollinators - 

Any one with this experience?
