This seems legit, but I myself have no way of verifying the report, other
than to verify that the http://www.mspb.gov would be the proper place to
lodge such a complaint.

If the report is legit, and the complaint has merit, there will be hell to
pay at the USDA ARS.  Canada pulled similar tricks with many of its
government-employed scientists, and it was a major black eye for the now
departed (good riddance, don't come back) Harper Administration.

As for "who are these guys?", they specialize in Ag news, just like the
"Lancaster Farmer" (rebranded 'farming' recently), who often scoops everyone
on major Ag stories.
