If a substance is not registered for control of a pest, it may not be legal
to use as a pesticide or treatment.  Acetic acid has a long history of use,
but is not registered in Calif, so cannot be legally recommended to control
nosema.  But it can legally be used as a "hive freshener" of brood chambers
not on a hive.
