Small amounts don't have "Broad spectrum affects on 
animals, fish, algae, etc.   Inhibit a lot of biological
processes in soils and water.  Air and water pollution  problems."

You said the three gallons should be "Disposed as toxic waste."
In California the cost to transport and dispose of 3 gallons of
toxic waste to a Class 1 hazardous waste dump site such as 
the one in Kettleman City would run into the hundreds of dollars.

And during the 200 mile drive to Kettleman City one would
drive by thousands of telephone poles that had been pressure
treated with Creosote / Pentachlorophenol decades ago and
which didn't cause environmental problems.
