Well...I was briefly there for part of the time that Mark talked about
earlier in this thread.  I posit that those earlier comments were more like
my recollection than the above.  The entire inspection process was
fundamentally flawed.  I am not exaggerating to say that in the time I was
there the primary purpose of the inspection program was to provide
employment to inspectors.  Of secondary importance was to increase the
scope of responsibilities of the Director of Plant Science, and last in
importance was to control disease.

Now, that is not to say that were not some fine beekeepers and people
employed as Inspectors...there were and that is a fact.  But all were
corrupted because they wanted to earn well above market pay, plus benefits,
and the entire system was corrupt so they had to accept working under those
conditions; if they wished to continue working.  I could not, did not, and
resigned.

I hope Inspection in NYS does not come back in my lifetime.  If it does
after my lifetime, I hope it is tied to Extension and is not part of the
NYS Ag, and Markets bureaucracy.
