I agree. If there is a large population they will chimney to the top. If they are a small population they "may" get stuck on brood. I suspect my experience of "stuck on brood" is because of an undersized cluster going into winter. I tend not to take my losses early. Late splits, late supercedure, late swarms could all contribute to an undersized hive.
