Combining two singles- risk of losing both queens

I find myself with a big honey flow an not enough big colonies.  I'm combing some big singles, each with 8 frames of bees and lots of brood.  I'm wondering what the risks are of ending up with a big colony with no queen.  I did Not use any newspaper when combing this first round- but will next time.
