I believe " all bet are off,  BUT
2 things you need to understand.   There are not warehouses full of this stuff going to be used willy nilly,  and two,  There was/is already  many who would have or did ignore the label.

Much like most of us view speed limits as "guidelines"  a good pesticide gets used the same way at times.   I know for a fact that Warrior and Capture are quite regularly used "off label"  muck like OA was here.
