No, the label is unenforceable and the EPA is toothless once the
registration is revoked.  

The EPA itself said as much back in 2010, as I quoted at the time: their
response was to the spirotetramat registration revocation that resulted from
the NRDC lawsuit.  My post at the time quoted that document more completely:

This is precisely why we need to stop the nonsensical ego-gratification of
talk of "banning" pesticides, and instead start everyone taking about
limiting or revoking "uses" and "tolerances" as the smarter way to regulate
pesticides.
