Thanks for the question. First, I must say that those are Ruttner's views and others may not agree. But in answer to your question, obviously you are on your own as to what you want to say, nobody checks out truth in advertising of bees for sale.
On the other hand, I think it's fair to advertise them as "locally bred bees", and let the buyer decide what that means to them and if that's what they want. When you see "Italians" for sale, nobody checks their blood line.
If you advertise "locally selected survivor stock" you are not making any false claims about them. I have seen ads where they say "perform well in all areas" which is unfounded. They won't perform well where there aren't honey plants.
