I believe that Canadian beekeepers are more interested in finding a solution to the problem. If the  problem  becomes a chronic one and not addressed beekeepers will suffer for a long term. Peter is quiet right about compensation and responsibility.  I don't remember if German beekeepers were compensated or not!
