Our experience is that university referance librarians are really opposed to the pay structure for studies (many of which are paid for by tax dollars), and they has been our best resource (works best when you show up in person).
In most cases, we've found researchers happy to send us copies of things...but sometimes there are publishing agreements that make this impossible (on their end).

Unfortunately, such a practice would be a direct copyright violation...and more importatnly, it would be a paper trail proving the case.
My best suggestion would be to find some groups other than beekeepers who are having the same issues and start some kind of mass awareness/lobbying campaign.
The problem that needs correcting is the contradiction between tax supported research, and the need to publish the research (in what is now a system where the publishers wants to maintain control over the published paper. I'd be in favor of not giving funding to research that will not be freely available...which might make it hard to get such research published, but at least it's a step in the right direction.
