I built those frames, so I can tell you they were in the top and bottom. Had
to be, because in spring the brood boxes get reversed, sometimes a couple of
times. 

But in any case, any time a frame got filled with honey it was replaced as
soon as it was found, with an empty one. With this system, you are in there
every three weeks.
