This topic has been a subject of intense interest and extended debate here in
the past. I am not sure the matter has been resolved entirely -- or that it will
ever be.

A search at http://www.internode.net/HoneyBee/BEE-L/ using 'emergency cells' or
'emergency queen' as keys should return a large amount of reading -- and perhaps
form a basis for some new comments.
