I have never had a physician refuse to give a parent a prescription for
human milk when the parent asked. Even parents who have adopted a child
or not been able to meet the childs demand. So babies do not need a
medical problem to receive donor milk. The parent does have to get a
prescription however.

Hope this helps you to have a better understanding.
