On the NICU where I work, we offer a taste a breastmilk and non-nutritive sucking for babies whose mothers have expressed breastmilk (or are on donor milk) instead of sucrose prior to a painful or uncomfortable procedure, such as IV cannula or long line insertion, LP, venepuncture or heel stick, ROP screening, etc. This was highlighted on a recent developmental care course a few colleagues went on, and I've been very happy to further implement this in my own practice after they shared this. 
(I saw circumcision mentioned by another in reply to this topic. While this isn't done routinely in the UK anyway, I can't imagine breastmilk or sucrose being sufficient. I've only known children to have that performed under general anaesthetic.)
