all farming is local just like bee keeping, look ato your home state, when I lived there, the law was the person with the livestock had to fence them in, and the person with the garden etc, had to fence them out.  If either one was negligent, no recourse. 

  hit an animal on the road, was he under the owners control, car loses, not under control, landowner wins.  now as to bees :)
