I have always assumed that both techniques were functionally identical.

To add to this thought, there are some who put shallow frames in, let the bees draw out drone comb below that frame, then just cut it off into a bucket and replace the frame to let the bees repeat the exercise (and some feed that cut-off comb to chickens).

Is that method functionally the same as the others?

I intend to study this more closely next summer.  In the frames I examined, the cells with the most foundresses appeared to be near the bottom of the frame.  I don't know if that was a coincidence, or if that is a pattern that will repeat.  Looking forward to finding out!
