Nothing new here. The really ironic thing here is that these 'closed' journals are not necessarily obscure or secondary publications. In the US and in Europe, two historically prestigious journals (and to be very clear here, I don't mean Science and Nature) are only open to submission of papers from a select group of invited scientists who once made members of the affiliated society can then publish based on little more than being a member of the society - which is freely admitted by everyone.
