These are larvae produced from unfertilized eggs--essentially drone larvae
laid in worker cells.  They are produced by caging virgin queens until they
have passed mating age, and then releasing them to lay eggs.  As I
understand it, the nurse bees then produce copious amounts of royal jelly,
which is harvested.
