I thought the statement from the Department for the Environment, Food, and Rural Affaires, “Our comments are restricted to issues relating to environmental protection, and we have not commented on human health issues, including Chapter 6 on informing neighbours of spraying activity.”, was quite explicate.

Printing a warning on a sack is hardly a law. Law is a system of rules enforced through social institutions. 
A law should be backed up by some means of enforcement and carry a penalty in case of non-compliance. If it doesn’t it’s probably a recommendation from DEFRA.
