EXACTLY!!  If education for Baby-Friendly was put together in a modular fashion so that it could be consumed in snippets of down-time with nurses able to enter and leave the module, it would allow for the education to occur in a more cost-effective fashion.  Cost is the hang-up!

It is not the cost of providing the education itself - it is that  
mandatory education must be paid as regular working hour rates. I do  the education 
for nothing - the cost to pay the nurses to attend is $40 /hr X 18  hrs X 
600 RNs = $432,000!
