It makes a big difference when the policy states "5. Infants are to be put to breast as soon after birth as feasible for both mother and infant (within an hour of birth). This is to be initiated in either the delivery room or recovery room, and every mother is to be instructed in proper breastfeeding technique." Nursing writes the policies and it shouldn't be that difficult to get them updated. You can write it & submit it to the nursing administration. Go to the Academy of Breastfeeding Medicine (see link below) and go to protocols for a model policy to give you ideas.
