I recall hearing about a study a few years ago (don't recall where-maybe
one of our more knowledgable posters will have the source) where the
bulbs were washed what was thought to be thoroughly and some pretty
gross stuff could be cultured out after.
Yes, the bulb does remove.  I think the problem is 2fold.  First, you
can't see inside to be sure you scrub the entire surface.  Second, the
texture is not smooth and perhaps "bugs" can hide in the various nooks
and crannys.
