I exclusively pumped for my cleft affected baby. Some things that I don't think have been mentioned yet:

1. If she's using a medela, make sure she's changed the white membranes (with regular use, they should be changed every 4-6 weeks)
2. Evaluate her flange size. Often with long term pumping the size you used in the beginning is not the size you use as  time continues on and breast size changes etc. 
3. Continue to spend skin to skin time with baby
4. She could try a power pump weekend, pumping very very frequently for a day or two.
5. Has she dropped any sessions? 
6. If she's pumping on batteries, the battery packs only last for about (12) fifteen minute sessions...
