This makes sense to me now. I have to take another look at this baby to see 
if that is what is happening. 

Interestingly, I'm seeing another mother who's baby is not transferring well, 
the tongue doesn't lift but I can't see the frenulum. This baby probably has 
the same issue.

I will call our local oral surgeon (who I usually refer to) and ask him about 
whether he would be able to identify and release this tongue. 

Is this correctable? Is there any hope I can offer mother that she will be able 
to breastfeed without devices, if I can't find a way to have the tongue 
clipped? How many babies "grow into (or out of)" this so that eventually they 
are able to breastfeed?
