Thanks to Karen Gromada for pointing me to some good websites. Here is info
from the state of Louisiana, USA:
"Reporting should be considered a request for an investigation into a
suspected incident of abuse or neglect. A report is not an already
established fact, but rather a request for investigation into the condition
of a child. It is the beginning of a helping process for children and
families." and

"Every effort is made to enable the child victim of abuse and/or neglect to
remain in his own home. The DCYFS provides family services which include
counseling, referral to other community resources, and other services in
order to ameliorate conditions which may have caused the problem. The
primary purpose of family services is to ensure the safety of the child
within the family unit. Removal of a child is done only when there is no
longer any way to protect the child's safety in his own home."
