Michelle (and others who've contributed this this topic): I recently handled this issue from the other side of the fence, after being admitted to the emergency department with a severe fracture after an accident in October and having top-notch surgery and care, with great attention to detail, in one of our public hospitals. I wrote to the (state) Minister for Health, mentioning the hospital and each department that had been involved in my care, and copying the letter to the hospital head. I knew it would be copied and sent out to each department, and it was. Where possible, I also verbally thanked individuals.
I hope this perspective is useful.
