I agree with Jan to start right away, but I prefer to teach moms to handexpres on a small plastic spoon and spoonfeed immediately, all with baby around at mom's.
I teach my students to have baby at mom's chest right after coming out of her tummy and if it's clear that baby is not going to root and latch to start handexpressing right there and then.
Mechanical pumping of colostrum often results in a disappointment, because it will stich to the flange and the bottle and often is dried out before reaching the bottom of the bottle. For mom it looks like she's got nothing and baby will get something else. But the same smaal amount (and 5-7 ml will do for that first time) will fill an entire spoon! Mom sees she's got milk and baby won't need anything else. It's a win-win situation, because it will convince the HCPs around that mom does have milk, so they will settle down as well.

Why wait that long?  One of  the reasons we have moms put the baby to breast 
within an hour of birth is  because there is a bolus of colostrum available to 
him/her, related to the work  of the oxytocin.  If you pump, you can get that 
same bolus.
