I would consider any situation where there is risk that baby will be
totally or partially weaned (in other words, recieving anything
other than breastmilk directly from the breast) would cover most
concerns.  (This would include issues of mom's comfort - both
physical and emotional and issues of infant intake - real or
perceived.)  However, unless your administration fully believes that
not being breastfed is a health risk, that might not go over as well
as we think it should!

Being more detailed, issues would include:
Sore breasts or nipples
Infant latch concerns
   Won't nurse
   Ineffective latching
   Painful latching
Concerns with infant weight
Concerns with timing of feeding
  "Too long"
  "Too short"
  "Too often"
  "Not often enough"

The list could go on and on, but I think it would be most successful
if you can come up with one or two that cover a wide range AND that
your administration would see as valid.
