I think it was Elisabeth Hormann for WHO who wrote an article about safe formula use (about sterile liquid for first 6(?) weeks and using water at least 70 degrees C for preparing powder). And I think those or similar guidelines are used as basis for the excellent British booklets about safe bottle preparing. To have time to search now, but both are on the WWW
