Jaye,
In a borderline situation, you don't know for sure that this is the problem.
A re-test may be in order to see if the numbers have changed again, or
stayed the same. The mother has the choice of getting a second opinion from
someone who might be more interested in chasing her problem, or even
consulting a naturopath or doctor of Chinese medicine, both of whom tend to
be more interested in and willing to tackle these kinds of problems. 

Alternatives: acupuncture is pretty big in asian countries for milk
production problems (I was looking at all the abstracts last week, most of
which studies are in languages I can't understand), and there is also
chiropractics, which is a related modality.
