Two comments:

These instructions are very outdated, as no modern phones have DIALS any
more.  What could it possibly mean to "dial the number" on a push-button
phone??

Most of these "idiot-proof" instructions are the result of lawsuits, where
someone was hurt or killed and then the company was sued saying they didn't
warn consumers of the risk.
