Someone else will have to answer the question about whether they are as good
as fluoxetine (Prozac) for OCD (obsessive compulsive disorder, over the
counter drugs).

If it must be fluoxetine, would it be possible to have the mother stop the
fluoxetine for say the last 8 weeks of pregnancy?  If the mother continues
until the baby's birth, he will be born with a total body load of fluoxetine
which may result in toxicity, even if he gets only tiny bits from the
breastmilk, given the long half life of fluoxetine (and its active
metabolite).  If the mother stops before the baby is born, however, the vast
majority of the fluoxetine will be out of the mother's and baby's body by
the time the baby is born.  In that way, the situation is much better for
the baby.
