Simple - they sell, making money for the company, ethics be dammed.

When I worked in the hospital we tried having them available only from the LCs.  Problem was that we don't have LC coverage 24/7.  so what did the nurses do who were convinced they had to use them? Tthey simply used a bottle nipple on mom's breast!  We then developed a Policy stating when they could be used effectively, thast they were to come from an Lc when one was on the floor and that when aqn LC was not there, the use and reason was to be charted by the nurse and a message left for the LC to follow up the next day.  Too often we would get a message late in the awfternoon that "the mom in room ___ got wq wshield last night and will be discharged in 5 minutes, so please see her now"!!!!
AAARRRGGGHHH!
