Are there any "prevention" services in your area?  Here in NYC, there
are agencies that give added support to parents at risk for neglecting
or abusing their children.  Some of the services include psychotherapy,
parenting classes, housekeeping services for mothers who are
overwhelmed, home health services.  The one I am most familiar with is
called the Center for Families and Children.  That would probably be a
more appropriate referral for this mom, who seems to be trying but just
not quite "getting it".
