And the hospital provides parents with a release to sign, outlining all the
risks of using manufactured substitutes for human milk?  Because if they
aren't doing that, they are already legally liable for allowing something
that is dangerous to the infant.

Subject: Fresh donor human milk

Because the hospital will be held legally liable if they "allow" something
that might be dangerous to the infant, while the infant is a patient there.
If the parents want to do something that the doctors and hospital  will not
agree to, they are free to have the infant transferred somewhere  else.  
Our first responsibility is to the patient.

can't they choose to use donor  milk from anyone they themselves  have
approved?
