I agree fully with what Susan said about responding to emergency situations. Someone (sorry, I didn't save it so I can't credit specifically) posted a while back about a doctor in New Orleans who tried to convince women delivering just before Katrina (when they knew it was coming) to breastfeed at least until after the situation was over. The doc was not able to convince any more to breastfeed with the hurriucaine coming than in "normal" times.
I comented about this at one of the sessions. My point was that while we do want to do everything we can to help moms and babies breastfeed during disasters, the everyday work we do to "normalize" breastfeeding including encuraging and assisting moms to breastfeed and society to support and see it as the norm, will do far more in the long run. So remember, what we are doing day-to-day "in the trenches" is also helping make it easier (or at least less difficult) when disaster strikes.

Winnie
