The White Ribbon Alliance has come out with their Women Infant Service Package ( for mgmt of women and children during disaster). One of the surviellance items is lactating women and one key indicator is breastfeeding.  
I have an MCH team out of my university that is currently putting together a tool kit for planners based on WISP, that will hopefully be available this year. 
Until then, there are plenty of resources on infant feeding during disaster ( ENN was mentioned) and ACNM has a committee of great women working on their "birth in place" strategy for disasters which of course includes breastfeeding. www.acnm.org
