I have just begun my association as a Red Cross Nurse and am just now 
exploring the feeding issues of infants in Diaster. Some changes are 
occuring that may impact how shelters and feeding is handled.  In June a 
new National Response Plan (NRP) should be completed. FEMA will assume the 
lead for Emergency Support Function (ESF) #6 Mass Care with the Red Cross 
as a asupport agency.  We will have to wait and see how FEMA's blueprint 
for action will address this specific area.
