I ALWAYS issue a pump if there is any doubt about supply.

We don’t see failure to thrive because of impaired prolactin levels…. We have a rush to request formula because of a lack of trust in breastfeeding.   Believe me, when a mother is willing to work with us, we keep a close eye on the baby's weight.

To put it bluntly, there needs to be informed consent for the use of formula.  Nipple shields?  You can buy them at Target.  And just to repeat… WIC is all about weight checks!  WIC is also trying to pick up a LOT of the slack because the medical community is negligent about these mothers and their issues.  In some of our rural areas, think third world.
