There is a US federal law that if the entity employes over 50 people then a 
suitable place to pump must be available and it may not be a rest room.  I 
do not believe a state facility would be exempt!  What about their 
employees?  Are they using the excuse that she is a visitor?  After all the 
capital in WI is there to serve the citizens of their state.
Tell  her to talk  to her state rep.  I'm sure WI doesn't want to  be hauled 
into federal court :-b  Pat in SNJ
