I think you may be referring to Best Start Social Marketing, in conjuction
with the US Dept of Agriculture, Food and Nutrition Services, the US Health
and Human Services and Maternal and Child Health Bureau.  They put together
a lovely campaign called "Loving Support makes breastfeeding work," which
was paid for in the state of Iowa by WIC.  This included packets for health
care providers and lovely, positive television advertisements and bill
boards.  Best Start also has a Breastfeeding Promotion Catalog with lots of
neat items to order.
