At a guess, it's not that 12-17 is a magic age, but that breast development
is one of the (defining) physical changes of puberty and so usually begins
around age 12. I would have thought it would not make any difference to
breast development if puberty takes place 4 years earlier or 4 years later
than typical. Though I suppose if there were a pathological cause for
early/late menarche, rather than just being out on one end of the normal
distribution, the pathology could be something also affecting breast
development.
