My thoughts when you first posted tended in the direction of a
degenerative neurological condition rather than botulism.  I don't know
too much about them but there are several, including Tay-Sachs, whose
early symptoms involve changes and moving backwards rather than forwards
developmentally.  Some of these diseases target specific ethnic groups
rather than being evenly distributed.  They are also difficult to
diagnose at an early stage.
